what the hell? this fucking lil brat needs to be fucking beat. obviously, he doesn't give a shit about anything and is definitely going to continue to be a lil fucking disrespectful trouble maker. if this was 1988 instead of 2008, his grandmother would've put a can of whop-ass on that boy for so many things without being prosecuted. I don't know if this also happens outside the South but in the South, the grandparents, uncles and aunts share the responsibility of disciplining and rearing the kids in the family.

Seven year olds do stupid stuff. I know I did. Just HOW stupid is up to the example you set for them. His boundaries are obviously close to non-existent.
I know how this sounds, but it's too bad the child wasn't hurt in the crash, it's probably the only thing that would've taught him his lesson. He's obviously not going to be disciplined by anyone in any meaningful way. And Grandma, beating that child would have taught him nothing valuable.
If you wait till the end you find he has no parents around - which might have something to do with his attitude.
