Powers committed nonviolent crimes, which Seattle has an abundance of. The cops only chase down violent crimes, and they seem to do pretty well with that. But they're too overstretched to deal with the less serious stuff, and it pushes Seattle up to one of the worst cities for nonviolent crime.
