Well, he's only saying that their minds need to be made up by the end of the popular voting, June 3rd, but then he says they're supposed to vote their conscience. What does that mean, "conscience"? Does it mean pick the one you think would make a better president, as all of us had to do by Feb 9, or pick the one who leads in delegates, popular vote, blah blah, which is pretty clear now, but only known for dead certain on June 3?
I mean - why wait until June 3 if you're voting your conscience, and if conscience includes all that tactical stuff, then what does conscience even mean?

He's basically saying that they need to back the popular decision (delegates and popular vote) by the time they show up at the convention, or a lot of incumbents will be tossed out, Phoebe.
