This proposed legislation exempts government lobbyists.

Council Bill 116141 was introduced Feb. 25. The ordinance studiously ignores paid lobbying by employees and consultants of the city and of state and local entities such as Metro, Sound Transit, the Port of Seattle, Seattle Public Schools and Seattle Housing Authority. (And yes, when it existed, the Monorail Authority was one of the biggest lobbyists.)

Government lobbying is exempted as "Communications or other actions by any City officer or employee or agent acting within the scope of his or her employment authority or contract with the City." Lobbying by other governments is similarly exempted, with some disclosure for those "specifically employed or retained" to lobby.

The theory is that lobbying by public agencies is "good for you," so you shouldn't be told about it. But government lobbying can be just as bad for the public interest as private lobbying.

That's why the state Public Disclosure Act requires the disclosure of lobbying by state and local agencies when it is directed at the governor or Legislature.

This is why you can't believe the media. Every few years there's a story you have direct personal knowledge of and you see that their description is a total fantasy. You then look at the rest of their stories with a different eye.
