Ok, it’s an advertisement for condominiums of all things. Japanese advertisements often don’t directly feature the product being advertised, and rely on outrageous imagery, word play, and catchy jingles to permanently burn the product into the viewers mind. In this case, the word for dreams, “yume” is being used in a play on words with the word for breasts “mune”. First the little girl sings about dreams getting bigger, and then about breasts getting bigger. The animal with the giant testicles is a tenuki, a sort of badger like creature that often plays the role of trickster in Japanese folk stories, and is often depicted in art and legend as having GIANT balls that they to perpetrate mischief on the unwary. Really. This ad is intended to be outrageous, and there are Japanese people who think this is just as fucked up as you do (almost).
