An explanation for the inside joke:
"When Haiti TV2 was bought by the Only Beige Garments You Need Company all employees were forced to wear beige jackets. These jackets were uncomfortable and everyone kept removing them. To ensure compliance with its directive the company had the jackets surgically attached to anyone appearing in front of the camera ... hot weather or not these folks could NEVER remove their jackets. "Then I don't need a jacket" is now a running joke at Haiti TV2 ... and it never ceases to make Arthur laugh."

French is the national language of Haiti and much of the population is poor and unlikely to speak English.

French may be Haiti's national language, but only 15 percent of the population speaks it. Its actual national language is Creole.
The video is presumably not from Haiti, but from one of the many nearby islands that speak English, like Jamaica or the Virgin Islands.
Don't know how this video did what it did, but it probably snapped me out of a day of sad sap music that I was listening to on the way into work.
If it's not based in Haiti, why do they specifically only show weather for Haiti and not for neighboring Dominican Republic?
It's either based in Haiti or it's a Haitian-targeted show.
The studio does have a distinctly cable-access feel, but that could just be the result of low production budgets.
What I can determine more or less for sure is that it took place in mid June or mid July, based on the sunset time.

Where did you get that quote? How do they surgically attach a jacket to a person?

@19: Surgically is not the accurate method of attachment. Usually, the jacket is simply sewn into the skin making it removable, but not easily and very painfully so. At least for delicate white skin. I think I read in an old book (my high school american history book was published in 1840) that certain classes of humans didn't feel pain, so I may be wrong.

As I recall, TV and radio stations in the Virgin Islands are regional and not local. So a weather report will give a short blurb for each major island. I'd guess this show is someplace like St. Thomas.
Yeah, that makes sense. The woman's accent is Americanized, not British. US Virgin Islands.
