To ensure compliance with its directive the company had the jackets surgically attached to anyone appearing in front of the camera ... hot weather or not these folks could NEVER remove their jackets. <p>French is the national language of Haiti and much of the population is poor and unlikely to speak English. </p>

<description><![CDATA[<p>If it's not based in Haiti, why do they specifically only show weather for Haiti and not for neighboring Dominican Republic?</p>

<p>It's either based in Haiti or it's a Haitian-targeted show.</p>

<p>The studio does have a distinctly cable-access feel, but that could just be the result of low production budgets.</p>

<p>What I can determine more or less for sure is that it took place in mid June or mid July, based on the sunset time.</p>

<description><![CDATA[<p>@19: Surgically is not the accurate method of attachment.  Usually, the jacket is simply sewn into the skin making it removable, but not easily and very painfully so.  At least for delicate white skin.  I think I read in an old book (my high school american history book was published in 1840) that certain classes of humans didn't feel pain, so I may be wrong.</p>
