<p>3) the bill still has to go through the House, so even though it is likely to pass it isn't final</p>

<p>4) it seems like people writing here don't really understand what a filibuster is, you cant filibuster if there is a supreme majority. (three fifths of the senate) supreme majority invokes cloture, or causes the debate to close automatically.</p>]]></description>
