That's ridiculous, Josh! The whole point of a closed session should be that it's closed. Wouldn't it be much better if we made sure closed sessions only happen for the appropriate reasons -- like discussing personnel issues or litigation -- and that no decisions are made during closed sessions?

Given that there were reports about the Port violating what was kosher at a closed session, the only way to tell that they follow the rules is to tape them.

Meanwhile, if someone does a disclosure request for the tape, it's a judge that listens and determines if rules were violated.

What does it mean for a floor amendment to be "scoped"?

@4, "Scoped" refers to exploring whether an amendment fits within the scope and object of the bill. The House has strict rules about whether amendments fit within the confines of the subject of the bill.

Does that make sense>
