<description><![CDATA[<p>That's ridiculous, Josh! The whole point of a closed session should be that it's <i>closed</i>. Wouldn't it be much better if we made sure closed sessions only happen for the appropriate reasons -- like discussing personnel issues or litigation -- and that no decisions are made during closed sessions?</p>]]></description>

<p>Given that there were reports about the Port violating what was kosher at a closed session, the only way to tell that they follow the rules is to tape them.</p>

<p>Meanwhile, if someone does a disclosure request for the tape, it's a judge that listens and determines if rules were violated.</p>]]></description>
