The whole point of a closed session should be that it's closed. Wouldn't it be much better if we made sure closed sessions only happen for the appropriate reasons -- like discussing personnel issues or litigation -- and that no decisions are made during closed sessions?

Given that there were reports about the Port violating what was kosher at a closed session, the only way to tell that they follow the rules is to tape them.

Meanwhile, if someone does a disclosure request for the tape, it's a judge that listens and determines if rules were violated.

The House has strict rules about whether amendments fit within the confines of the subject of the bill.
