Actually, due to the vagaries of the roman calendar, leap day was actually the 25th. The reason for this was referred to in your post. Rather than counting days as day x of month y (for example, the sixteenth of January) the Romans counted by how far a day was from certain important marker days such as the ides and the calends. The calends is the first of the month and is included in the count so ordinarily the 28th of February would be the second day before the Calends of March, the 27th would be the third day, the 26 would be the fourth day, the 25th would be the fifth day, and the 24th would be the sixth day. However, because leap years are, as you said, bisextile, the 24th would be the sixth day before calends, the 25th would be the SECOND sixth day before calends, the 26th would be the fifth day, and so on. Therefore the added day really falls on the 25th.
