What about Puerto Rico? They have more people than a lot of states- do they have delegates?
Puerto Rico's primary is June 7th. 63 delegates -- more than Colorado, fewer than Tennessee.

DC has around 40 delegates, not zero. This isn't Congress.
OK, it's not 40 -- I can't find a definitive answer. But it's not zero either.
DC has 37 delegates and they go 2/12. Obama will slam there.
The Samoan delegation may be few, but it certainly won't be small.
