It is easy to make sense of this. Substitute the "english" word "planning" for the "american" word "going". See? Not redundant at all. "American" is such a lovely language, mashizzle.Fodizzle.

"You'd better" is "you had better" which posits a possible future. "If you are going to talk to me like that", also future tense. The sentence makes sense to me, it is a warning not to repeat the present offense in the future.
