The approach that seems to work is to teach kids about SAFE sex! These kids are going to have sex regardless, so at least you could make sure they're safe about it. Studies (and common sense) indicate that schools that use the "safe sex" approach have lower rates of teen pregnancy and STD cases than those that use the "abstinence" approach.
