I think you're looking at King County numbers on their election results page, when you need to be looking at state-wide numbers on the WA Secretary of State's web site:

which shows Prop 960 is passing by the margin stated; same goes for HJR-4204 going down by the the percentage listed.

From the sounds of things, several of the major players are already in the process of working something up, and despite Gov. Gregoire's objection to a transit (read: taxation) package during a re-election year, I wouldn't be at all surprised to see something on the ballot by this time in 2008.

The thing that I think we need to remember is that there are a lot of people out there behind the eight ball when it comes to money - even in affluent Seattle.
