So if we were voting on just light rail and not including the roads piece in Prop. 1, does that mean they'd build all that rail without any concrete?

Well then, if we're bringing up totally bullshit arguments about Prop 1, I have to wonder if all of the staff at the Stranger who came out against Prop 1 are also all vegetarians or vegans? Beef especially has a deleterious effect on the environment because of the destruction of forest land (i.e. carbon sinks) for pasture land and its incredibly inefficient conversion of grain to protein.
