actually the "curious onlookers" [read: under-aged, over-armed east bay suburbanites in street clothes] make up about 99% of the crowd, which is why most people who actually live in SF stopped going to the castro for halloween years ago.

personally, i'll be celebrating halloween in the castro the same way i have for the past several years - closing the blinds, covering my head with a pillow, and hoping i don't get winged by a stray bullet.

What I read was that the city is UPPING police presence in the Castro and not shutting down the street and the police are going to be harder on violations than they are during street fiars like Halloween in the past.

The "Getting ready for a party" that's happening in the Castro is that some store fronts are putting up Halloween themed window displays. That happens all over every city, including this one.

I went once to the Castro Halloween, left early and never returned. But I live in the immigrant slums of SF where we have kids that actually trick or trat door to door so that's what I do on Halloween nowadays anyway.... I'm such a loser, huh? However, I will be going to the Polk that Friday and partying with Anna Conda.
