There's nothing about Guiliani answering his phone, just about him being pissed about someone answering theirs during his speech. Something that would piss me off too. Are some people so dependent that they can't go a few minutes without a phone call?

i wasn't there either time, so it's difficult to say. but i've seen both cell phone reactions before and they were funny.

he might have been being a jerk -- but do you really think that's what he was going for? i think he was going for funny.

for instance, i've seen the decemberists answer a phone call during a show, and i saw it some other time as well. in both cases they joked how they were performing, and the audience laughed.

i've also seen an audience member get a call, and the speaker jokes by saying they'll wait until the call is answered.

maybe these jokes didn't go over, but if i were campaigning, even i'd know better than to be rude to my audience in public.
