sometimes i think that if the age of consent was lower parents would be more vigilant about who their children were interacting with.

The words have become confused over the years because they are so closely related in the Christian church laypersons and other have mixed their definitions. It's important to understand what celibacy and chastity mean to the people who espouse these lifestyle choices.

Does earlier puberty equal earlier maturity? If my nieces are any indication, no, it doesn't. The purpose of age of consent laws is to protect the young and immature from the old and predatory. I see no reason to lower the age.

Both the New Oxford American Dictionary and the American Heritage Dictionary define celibacy as abstaining from both (Oxford) or either (AH) marriage and/or sex, with AH giving the no sex meaning higher placement.

As for chastity, it can be either no sex at all or no sex "with anyone inappropriate" (as beep @11 puts it) depending on context.  Details will vary substantially from group to group.

And if celibate is used to mean not married, then of course you can be chaste and not celibate.  Just because it's sad or freaky doesn't mean people don't do it.

Age of consent laws are an imperfect solution, no doubt.   And let us shout it loud that good parenting is the first, best means of making sure teens are responsible about sex.

That said, there is no shortage of people who are in fact old(er) and predatory, and there is a legitimate need to deter them before the fact.  We need to be able to credibly say, "Man, you will go to jail if you tap that ass!"
