I'm more annoyed by improper apostrophe use. It is one of my true pet peeves (that's not "peeve's", folks).

It may be annoying, but it's actually pretty common - not to mention useful - to add an inappropriate apostrophe to an all caps sentence in the case of headlines, signage, etc. for the purpose of clarity. Otherwise, drivers would wonder whether or not they are carrying any "RVS", and what to do if they are.
You want misused quotation marks (or any other punctuation)? Overused ellipses? Butchered metaphors? Look no further than the queen. Kaye, Grogan. Seriously. Do yourself a favor and read just a few columns. She's a treat.
