For an idea of the kind of problems you might face in implementing IRV, look up Ann Arbor, MI's attempt at switching to IRV:

To sum up: Voters decided by petition to repeal it after only one election. In the one election it was used, the ballot counting was difficult, it took forever to certify the results, and a Democratic candidate finally won on 2nd-choice votes, causing Republicans to perceive it as a power grab.

@5 I don't think one election alone is representative. I think watching Pierce County for the next few years will be more illustrative.
