I believe 'scheme' in British English has more of a sense of plan or system, rather than any conspiratorial shading.
This is the 2nd time Stockholm has tried the congestion charge, the test period was for six months a year ago. Since then, a Center-Right coalition was voted into power nationally (Moderaterna), but they followed the results of a public referendum where 52% voted to continue the, uh, scheme.
