@2 Seconded. Giuliani is also trying to defend putting the emergency response center in Tower 7 by saying that the CIA did it too, but given their performance over the past decade, that's not exactly mitigating evidence.

The scandal of Swift-Boating is that the future owners of the Seattle Supersonics used a few vets as mouthpieces for an expensive ad campaign. An attack on behalf of a group of people by a group that exists to represent those people, funded by the same, is a very different matter.

I find it interesting that the video shows Giuliani wearing a mask. One article I read (in the NYTimes?) talked about how Guiliani rarely wore masks and that he should have done so to set an example to the workers at Ground Zero. However, here the mask is used as an example of his cowardace.
