It's an act of meanness and is usually done by 1) someone young with lots of time on his/her hands and 2)someone trying to prove his/her tech savvy.

Most DOS attacks are trivial to defend against, and the serious hackers that launch more sophisticated attacks are too busy trying to extort money from porn sites to bother with a silly blog. If she can find a reasonably competent hosting provider, she should be back shortly.
