I know the last place I lived was drafty as hell, and we lost a lot of heat during the winter which raised our energy use quite a bit.

Seattle has been on the cutting edge of these programs for decades now. Really, since the 1970's. Just call Sara Patton at the NW Energy Colaition and ask her. She worked for City Light's conservation division back then and can walk you through the history.
