This does sound like a good program, especially for those developers who are interested in upgrading old buildings instead of tearing them down, but don't have the capital to take on the extra work.
I know the last place I lived was drafty as hell, and we lost a lot of heat during the winter which raised our energy use quite a bit.
Um...Eli, I think Seattle invented this program. Seattle has been on the cutting edge of these programs for decades now. Really, since the 1970's. Just call Sara Patton at the NW Energy Colaition and ask her. She worked for City Light's conservation division back then and can walk you through the history.
because on a global scale Seattle is not one of the world's biggest cities. its a little podunk.

think the mayor is involved and he has been a leader in this. read that his dad just died though so wasn't at the dinner and meeting. too bad the stranger can't give the guy a break.
