Wow, I thought it was a stereotypical, borderline offensive play on the attraction between fat white women and black dudes. It was all too confusing, but this makes more sense.
More specifically, it's Jessica Simpson playing Daisy Duke (in the Dukes of Hazzard movie) in the Direct TV commercial.

Michael Ramirez's cartoons aren't smart enough to be subversive or contain anything that isn't immediately obvious at first glance. Probably not worth pondering.
