No, the first step is to ask how will we fund the committee that will decide how to approach ascending the first step.
and then have community action plans about it, several meetings, a counter petition and proposal, more community meeting, a protest march, a worthless city wide vote and then decide that first step is just to high.

The real problem is that No self respecting gay person would be caught at a community meeting, I know, I was the only community member that attended for months on end when all this move came down, the rest of you were at home and couldn't be bothered.
