The port commissioners who are "good guys" (Fisken, Hara) should not stand for this. They need to have a deep investigation done, report publicly and answer the question: why shouldn't Davis and Dinsmore be fired, terminated and sanctioned (lose benefits and Dinsmore's other huge pension) for the attempt to give him $340K in unearned benefits.

First, I think referring this to the ethics committee is the right call. Second, the results could well involve personnel issues. I think those are usually discussed in executive session. The personnel issues for example could relate to who brought the item to Mr Yoshitani's attention. There could be retaliation against that person from supporters of Mr Dinsmore. So, to protect them, discussing this in executive session sounds good.
The campaigns of Alec and Bob will be greatly impacted by this: Alec's in a very positive manner, Bob's in a very negative one. I doubt many of the people who have donated to Pat in the past will want to donate to Bob, or to Alec's opponent, because they will be scrutinized much more closely.
