Don’t sleep with gay men that use crystal meth.
Men who have sex with men and used crystal methamphetamine in the last year were five times more likely to test HIV-positive than MSM who did not use the drug, according to preliminary data collected by the Los Angeles Gay & Lesbian Center, the Los Angeles Times reports. The center also found that 25% of the 6,360 MSM it tested for HIV and other sexually transmitted infections in 2006 reported using crystal meth at least once, compared with 18% of the 5,300 MSM tested in 2005. Mike Rizzo, the center’s manager of crystal meth recovery services, said 43% of people newly infected with HIV report some meth use. “There’s no doubt in the minds of most experts that meth contributes not only to the transmission of HIV but other” STIs, Jonathan Fielding, director of the Los Angeles County Department of Public Health, said.
Ahem: This is not a Nancy Reaganesque, just-say-no message. We want you to say yes to other drugs, better drugs, less destructive drugs.

I'm not sure about the presumption of "other drugs, better drugs" without comparative analysis. No one is saying crystal meth causes HIV; we can, and should, assume alcohol and pot lower inhibitions as well--just to a lesser degree, right?
The trick (if you'll pardon the pun) is to have enough knowledge to avoid the really bad drugs (crystal, coke, heroin) know your tolerance for "other, better drugs" (pot and booze) and have the wherewithal to understand other risk factors (multiple sex partners et al).
In other notes: Water makes things wet. In the past three years, I don't know of any seroconversions in my demographic (35 to 45 year old men in the Bay Area) that didn't involve meth. These are guys who were out in the late 80s, had relationships/tricks with positive partners, and who know how to avoid HIV. The meth just made them not care, at least till the high ended and they'd been fucking everything that moved for three days.

Apropos freezing federal funding for sex ed, the correlation between HIV infection and crystal meth use, and the predominance of antiobiotic-resistant strains of gonnorreah, I thought I’d share this little quote from Andrew Sullivan today, since you seem to like him so much.

That's right. God forbid kids should learn how to protect themselves from STDs in school or that government should actively support and fund such education. No. In the name of libertarian freedom, let's leave it to the kids on their own to learn about HPV, HIV, gonnorreah, herpes, siphilis and all the other little goodies you can get -- probably by contracting them.
But then good old HIV+, barebacking, non-disclosing Sully would think that, wouldn't he?
STDs are a public health issue; it is emphatically in the public interest to slow and halt their spread; education is probably more effective and less intrusive than other means of controlling them (like, say, quarantine), and Sullivan is full of crap on this.
You should be the *first* to wail on him for this unbelieveable shit.
