Comics generally go to the next volume number and restart issues numbers when they relaunch a character.

For those who haven't been following the Civil War stuff, a law was passed requiring superheroes to register and work for the government. Tony Stark/Iron Man led the pro-registration movement. Captain America led the underground movement that opposed Stark. Most Marvel characters are forced to choose sides.

Eventually, during a final bloody battle, Cap realizes he's lost sight of what he was fighting for and gives himself up. It's after that when he's assassinated.

It'll be interesting to see who tries to pick up the mantle. I have to admit I enjoyed the Reign of the Supermen arc that followed his death. Frank Castle as Captain America? That would be intriguing.
