Nothing can be done: it would cost too much money to provide decent mental health care and supervision for people like this. It's much cheaper for the taxpayer to arrest him 82 times.
It's no different than health care for the uninsured. Why spend all that money to insure them when it is far more economical to let them use the emergency room?

Reagan pushed for massive cuts in mental health services in the 80's.
He usually isn't wearing shoes either. I can't believe he walks that far without shoes...
The mental health care thing association with Reagan comes from his term as governor of California (not Washington), when he famously dismantled that state's public psychiatric hospital system. The theory was that incarcerating mental patients was wrong, and that they could be better cared for in community-based outpatient clinics. The reality was thousands and thousands of uncared-for crazy people on the street. Many advocates consider this the beginning of the modern plague of a particular kind of visible homelessness.
This has nothing to do with the Naked Guy, of course. Reagan was never governor here, and whatever happened to public psychiatric hospitals in this state isn't his fault. In the old days, this guy would have been picked up and committed to Western State, where he would have spent the rest of his life tied to a bed. That's the reality of public "psychiatric care".
Reagan's "cuts" to social services during his presidency were mostly imaginary; social services spending actually increased by quite a lot. When you propose a doubled budget, but only get ten percent, that's a "cut".
I've had some experience with Western State, not as a patient thank you very much. I'm going to venture to guess that the naked guy would rather continue on as he is rather than be sent to that hell hole.
I wonder why he keeps going to Westlake Center. I know the fragrance outside the new Lush store is nice - if cloying - but I can think of lots of other places I'd rather wander naked.

The "best" thing of this is the link to the full story where the majority sentiment is echoed by a disturbed father who calls for him to be institutionalized. This seems to always be the logical solution in our society where we try and make a certain segment of people (taxpayers of substantial means) comfortable. Out of sight out of mind... How many people actually try to help these days? I'm not saying that much could necessarily be done in this case however if the community is as outraged as it seems to be, couldn't they in fact volunteer their time, their money, to purchase clothes and spend some time with this individual to make sure he doesn't continue this behavior? Let's teach our children to make a difference and take an active role in society rather than how to turn a blind eye and forget anyone who isn't on their "level"...
