I don't get it either. Are the other council members the cows? Did Peter shoot himself with a shotgun in this analogy? Or are the rebuild supporters the cows? If Peter's the guy with the shotgun, are there a whole herd of viaducts?

The cows mean nothing...the grass is incidental....the commune theme is just pretext...

Licata is giving clues to illustrate Peter's very long and hard gun, since Peter is the slaughter guy

Peter has a gun of great proportions, hard and shooting, the central male figure in the image and all back away when he exercises his male authority

That was actually kind of mean thing for Nick to say. Basically, he's saying that it's no big deal that Steinbrueck's leaving office and that he'll be soon forgotten. Which most likely won't happen.

I think he's saying that it is a big deal, seeing one of your own shot in the head is a big deal, but, like the cows, the other council members are too apathetic to take much notice of it.

I think what Licata is saying is, "I was a flake when I was younger and I lived with a lot of other fuzzy-headed flakes with no real convictions."

Either that, or he should smoke one for me. That has got to be one of the single most surreal quotes I've ever seen from a councilmember.
