Cheney's argument is that if we set a withdrawl date, "Al Qaeda" need only wait until after that date to have "won".

But if we set no withdrawl date and leave "when the job's done" then we can drive ourselves bankrupt - in terms of money and human resources - just to maintain the status quo of Iraq in conflict. How is that not a win for all enemies of the US?
