<description><![CDATA[<p>It's not an escalation, because (a) it's not permanent, or even long term, and (b) it's not even as much of an increase as we've seen several times in the past. What it is is a textbook example of "a day late and a dollar short". Doomed, in another word.<br /><br />
I don't even think Bush is trying to win; I think he's trying to pass the mess on to 2008.</p>]]></description>
