<description>Yesterday, I posted a sneak peek at Gov. Gregoire&apos;s &quot;big deal&quot; announcement (coming today?) about her intent to deal with the climate change crisis. As I&apos;ve been Slogging, and and columnizing, non-stop, this is the issue of this year&apos;s legislature, and I&apos;m concerned that the best idea, Rep. Maralyn Chase&apos;s (D-32) bill for an emissions cap and trade system (something also proposed by the governor of ... Oregon), is going to be abandoned. Indeed, I&apos;m afraid that rather than adding octane to Chase&apos;s bill, Gregoire&apos;s splashy announcement establishing a &quot;strategic framework for action&quot; (ugggghhh) will end up displacing good legislation...</description>
