Actually, studies do show that increased seatbelt use leads to more accidents, but reduced overall fatality.
The best accident-prevention method possible would be a giant steel spike sticking out of the center of the steering wheel. We'd have a lot fewer accidents, but most would be guaranteed fatal. (Stolen from some comedian, whose name I can't recall at the moment.)
Unfortunately, HPV and HIV aren't nearly as obvious as a metal spike in your face.
This is a situation where parents should talk to their family doctor (whom they presumably trust), to get all of the information before making a decision.
