Thanks, Josh. So, if it's not dead, is it undead? Seems to me the gov was pretty darned clear and if there's no cash for the lower capacity baby tunnel, ain't gonna be no tunnel, right?

Still wish we had a vote on Elevated Viaduct versus Surface Plus Transit options, though.

They should site capacity the same way they project inflation, i.e. This project is going to cost [XX] amount in 2012 dollars, which in 2012 (again, a hypothetical time frame) will accommodate a potential [X]% of trips. They might find that no matter how they crunch the numbers, in the long term, they may be spending billions and on an actually reduced capacity highway.
