Josh fails to mention that I sponsored the bill at the request of Sound Transit. For give me for being honest in saying I was wrong in connecting the two. I hoped it would lead to an intergrated transportation in central puget sound. I still hope it might.

'Defensively' might be too strong a word. It did ring, though, like you were rationalizing a bit.

Obviously ST wants that bill – for a lot of really bad reasons. It would impose extreme restrictions on the right of anyone to bring a court action on the grounds that the November ballot measure will have more than one subject. It’s pretty obvious there would be more than one subject: a vote in favor of more taxes for ST simultaneously would be a vote for more taxes for RTID. Different perpetual taxes for different governments to pay for separate projects – that is clearly more than a single subject. And then the bill reduces how much time courts have to decide whether those constitutional claims have merit! Why would you think of facilitating logrolling?
For God’s sake Ed – think before you introduce a bill. Just because Sound Transit wants it does not mean it is good for the community! Have you not read the RTC’s new report? It shows how the current system for regional transportation planning is broken, and it calls for future transportation projects being planned and prioritized by an accountable board. The current hodgepodge of concepts from unaccountable and myopic boards is not the best we can do. The way things are now, it is political donors who call the shots. Do you think Nickels is thinking region-wide in his childish demands for a tunnel?
Put that nasty RTID/ST2 vote off! Don’t facilitate it with the bill you introduced. Do right by the region, not right by Sound Transit. Hell, you were quoted at length in the summer of ’05 as saying RTID was on its way out – and now you want to enable it? We deserve much better. You should be part of the solution, not an enabler of the problems the RTC report just identified.
My suggestion – the legislature uses this session to square away the funding for the SR 520 bridge and approaches project. Impose tolls immediately, dedicate the ’05 gas tax increase revenues to the project, perhaps a per-capita tax on employers, and we’re there. That project is only tentatively funded, if RTID fails we'll be way behind the eight-ball on it, and even if RTID passes there's a multi-billion dollar shortfall. Get the money for that humungous need lined up first.
By the time construction on SR 520 is underway, we could have the benefit of an accountable prioritizing transportation commission leading us to what makes the most sense to spend resources on from a regional perspective. There are lots of possibilities, and it is not clear which is most important (I-405 work, train extension, bus network improvements, cross-base highway, an elevated (or cut and cover tunnel) SR 99 project, SR 2 work, etc.).
Trying to do too much all at once right now guarantees nothing will be done right. How about starting one megaproject at a time?
The RTA should have been set up years ago - we need an uber agency that owns no technology - they should dole out the money to the various agencies and set up any new tax votes designating where the money goes - ST should remain separate and not be part of the agency or their staff will have a bias.
