The third guy is just some guy from Quebec. They don't really care what George Bush and Stephen Harper do in Private.

The third guy is Quebec's gay provincial opposition leader André Boisclair, and likely our next prime minister. He's head of the Parti Québecois, the left-leaning independentist party.
The idea of the video is to criticize Harper's close relation with Bush, as most canadians from Quebec and Ontario strongly disagree with it.
The fact is that the previous government had declined to build the nuclear shield with the US and did not get involved in Irak, because the two ideas seemed incredibly stupid. So much in fact, that we never really understood why the US went for it anyway. So yeah, doing Bush's bidding is somewhat unpopular in Quebec, and we fear Harper could make some stupid decisions this way.
But the story doesn't stop there. André Boisclair was elected partly for his gayness ("we'll elect the first openly gay prime minister!") partly because his opponents tried to discredit him because he had admitted taking cocaine once, which rather attracted sympathy upon him. But he's uncharismatic, and he doesn't look very smart on cameras, so opponents from the right tried to embarass him with this video. Probably with little success, if voters behave the way PQ members did.
So now you know.
Forgot to tell you what Boisclair says: "Sorry gentlemen, but Quebec will never join this."
Doesn't matter what's going on - the Repug dominated Congress has bailed, so whatever the occurance, it's up to the Dems to deal with in January.
