Mutley? nah hat is WWI aviator cap. Dum Dum the Dog then? Maybe Wonderdog, a cape is kind of bandana-like? You sure it is a vintage cartoon, as your examples seem to indict... Merri Melodies, Hanna-Barbera, Looney Toones? What do you remember this dog doing, fighting crime, causing crime, being a side-kick, chronic depressive? WHAT?

The Mutley/Mumbly conundrum always tripped me up as a kid. Both had huge underbites and had asthmatic giggles. Hey, when you're 9 years old (and 39) it doesn't take much to get confused.
