Nickels Nightlife Proposal

Yesterday, Mayor Greg Nickels sent out a press release announcing he’s officially sending his bar and nightclub regulations to the council. Today, both the Times and P-I jumped on the story. from the Mayor's proposal

"• Clubs are responsible for litter within 50 feet around the club after closing."

How are club owners supposed to be responsible for litter after they're closed? How long after they're closed, 20 minutes? 3 hours? How do you prove that the litter that is 50 feet from a club entrance is from that club?

from three weeks ago??? what about writing about what's happened since then with the proposal? my understanding is that it's changed a lot -- is erica too tired to "report" on the news?
