<description><![CDATA[<p>There is a "property responsibility" initiative, it was called the CAO.  It requires the rural KC landowner to use only 35% of their property and invokes a number of complex regulations around land use in an attempt to balance Ron Sims mandates, environmental and landowner concerns.  What you get is an imperfect and costly system opaque to most city dwellers. (DDES is self funded through permit fees, so no cost to metronaturals.) </p>

<p>933 will make it worse, but rubbing salt in the wounds about "responsibilities" is  taking a match to gasoline.</p>]]></description>
