Being un-clever the best I could come up with is: "Sorry sir, you are mistaken, sheep fucking is still only legal in South Carolina."

Aren't we discriminating against sheep here too? What if a sheep wants to marry a blow up sex doll, shouldn't he/she be able to?

We don't even have that many sheep here. And they have to be at least 14 to get married, and that's pretty old in sheep years.

The illustrator is clearly aware of a fact that has escaped most of you. Gays are not people. Once you keep that in mind the cartoon makes perfect sense.
