I'm surprised blue Washington got any protection at all. When someone was telling me about this earlier, I wondered what the logic could have been, until someone said that the world's largest paint ball had received protection.

now the feds are saying it's because NY filed a bad application. because they faxed it rather than e-mailing it, they should be penalized and expect that a dirty bomb attack or some such thing would be their own fault for poor filing skills. they of course said they didn't like some of the plans in the application (so you did get it, eh?) as well.
i'd like to see the application filed by Nebraska that got $25 million to protect CARhenge from osama's evil hand. their filing techniques are unstoppable.
