The 39 cent stamps aren't marked. They're American flag stamps with no price indicated. They should have been available early this past week.
Squawk at your PO if that's not the case.

Isnt't that why the USPS just re-released the Navajo-themed 2c stamp? That, and honoring the Native American, of course.
